Mr. Foley saw and experienced many things that contributed to customer dissatisfaction as well as adding to the cost of operations in the carpet cleaning industry.The only sure thing Mr. Foley believed in as he attempted to solve these issues was that somehow Hot Water Extraction or “Steam Clean” as it is commonly called must be a key component due to observing its effectiveness compared to other methods. In addition, a common claim by the major carpet manufactures that the hot water extraction method is the best  way to effectively clean a carpet had significant influence.  Using best practice methods coupled with some serendipitous events, Mr. Foley began exploring alternative carpet cleaning equipment elements and ways of performing work and found a few that in combination appeared to have great promise in improving customer satisfaction while at the same time lowering costs. 

Mr. Foley presented his ideas and recommendations to some so called industry leaders in the carpet cleaning industry. These new ideas were met with indifference and opposition based upon a fixation of the older ways of cleaning carpets.  Mr. Foley elected to use the alternative carpet cleaning methods and equipment to see if his hypothesis of this new approach would produce the desired results.  The results appeared better than anticipated with some limited pilot testing, and so Mr. Foley had an independent testing lab conduct tests with the new equipment and solutions.  The independent test results supported the hypothesis and additional field testing was performed.  In the end the Carpet and Rug Institute performed independent testing of the True Clean Carpet System and found it to be excellent and awarded it a Gold Level Recognition.
